2023: APC hails emergence of youngest DTHA member, Osanebi as Omo-Agege’s Deputy Governorship candidate

The Delta APC Gubernatorial Campaign Organisation has hailed the emergence of the immediate past Deputy Speaker of Delta State House of Assembly, Rt. Hon. Friday Ossai Osanebi as running mate to Senator Ovie Omo-Agege, the Delta APC governorship candidate in next year’s election.

Osanebi who was nominated yesterday in a statement personally signed by Senator Omo-Agege, is currently a ranking member of the State Assembly, representing Ndokwa East State Constituency.

The lawyer, philanthropist and three-time member of the state assembly hails from Beneku town in Ndokwa East Local Government Area of the state.

In congratulating the former Deputy Speaker on his emergence as APC Deputy Governorship Candidate, the Director, Communications and Media Strategy of the campaign organisation, Ima Niboro expressed optimism that he would add immense value to the ticket.

The spokesperson applauded Omo-Agege for having confidence in youth, emphasising that his choice is a testimony of his belief in the ability of the younger generation to drive the needed positive change in the state.

The 41-year-old Osanebi is the youngest legislator in the Delta State House of Assembly. He was first elected in 2011 at age 31, reelected in 2015 and 2019 respectively.

Niboro said the wild jubilation that greeted the announcement of Osanebi in Kwale and other surrounding towns, is a clear indication of his wide acceptance as a grassroots politician.

He urged Deltans to support the Agege/Osanebi ticket to rescue and rebuild the state, stressing that the team had developed a carefully thought-out roadmap to take the state out of its current distress and hopelessness.

The former Managing Director of News Agency of Nigeria (NAN) invited members of the public to soberly ponder on the aggravating negative social indicators including escalating crime rate, decaying infrastructure, sky-rocketing unemployment and overwhelming poverty that were eclipsing the oil-rich state.

He said the APC governorship candidate had considered these social indicators and has accordingly challenged himself to commit to a career of working tirelessly on a ‘rescue mission’ by seeking the collaboration and support of men and women of goodwill across the state to join in the mission to rescue and reposition the state for economic and social renaissance.

Terrorists responsible for continuous network line vandalism, power  failure in Nigeria- Power Minister Aliyu reveals 

Nigeria’s federal government has disclosed that the perennial power outages across the country was caused by continued vandalism of power infrastructure by terrorists.

It expressed regrets that terrorists’ continued vandalism of power infrastructure was seriously affecting the capacity to deliver electricity to consumers.

Briefing newsmen on Wednesday at Abuja, after the weekly virtual meeting of the Federal Executive Council (FEC) presided over by the Vice President, Prof. Yemi Osinbajo, the Minister of Power, Abubakar Aliyu, was specific about cases in the North-east, North-west and North-central, where he said after power infrastructure were brought down by terrorists and restored, they have been vandalised again.

He added: “We have vandalism on our lines, vandalism on our stations, sub-stations, we have those ones that affects us indirectly, and directly affect us but the infrastructure is not directly our own.

“Like vandalism around oil pipelines which affect gas and once you don’t get gas to power, you don’t get the megawatts, once there is no power coming from the generators, you know what that means.”

Commenting on the impact of insecurity on power infrastructure, the minister said: “We have a lot of challenges and it’s not that we are sleeping over them. We are up and doing, we are tackling them as they come. Some already we have pulled them down, some we are pulling them down.

“This is a sector whereby you have so many players, responsibilities are vested on so many people. In fact, even some who are not given any responsibility interfere.

“So, we are working round the clock to ensure that we nip everything in bud. For instance, this Maiduguri issue that you have particularly mentioned. Yes, through our thinking out of the box, we’re able to take back electricity to Maiduguri and people are enjoying it.

“Yes, we are facing a lot of security challenges in this country. We have challenges around our installations in Kaduna. As I’m talking to you now, we have been battling with one of our line snap towards Shiroro. We have two lines coming from there.

“One, we cannot even go there to inspect and see what is wrong because of the security challenges. We have issues around right of ways which I have talked to you here about which we are pulling down some. Some are still lingering, but we are facing them head on.

“So I’m confident if we remain on our toes without giving up, we will surmount all these problems.”

According to him, government has now been compelled to design alternative but less efficient ways to supply electricity to areas affected particularly Maiduguri in Borno State.

He also said government officials had not been able to access vandalized power infrastructure in Niger State including Shiroro to determine their problem because of insecurity in the area.

The minister, however, said the security agencies were cooperating with his ministry on how best to deal with the situation.

Speaking on one of such projects approved by FEC he explained: “There is one in Damaturu Yobe State. This one is very peculiar because as you may be aware, for over one year, Maiduguri has not been enjoying full electricity.

“We were able to take electricity supply through an old line of 33 KV which we repaired and restored and were able to take 10 megawatts to Maiduguri over 130 kilometers on a 33 single circuit. We restored that around three to four months or thereabout.

“So, they’re enjoying but very little. By the time the electricity reaches Maiduguri, not will drop to six or seven megawatts because of losses along the way.

“As you are also aware, the 330 takes power to Maiduguri was vandalised by insurgents. And we tried a number of times to restore it, they will go back and pull down the towers.

“So, we now decided, in the main time to take electricity through the 33 KVA which they are enjoying but not as they may like it to be. It’s being rationed around the time.

“So, we are currently procuring another 33 double circuit new one to Maiduguri along the same route.

“So, the idea is if someone tampers with it, it’s easy to restore it within a day or two, unlike the bigger one which is the 330 which takes weeks or months to restore because it’s in the bush.

“So, as it is now even the one that we have installed, we have been doing hide and seek. Sometimes they will pull one two poles, we will repair and this is why we are doing this endeavour by the roadside. It is this to keep on restoring back.

“But currently, we have returned the contractor to restore the main 330 that was vandalised some time back. So, in order to have enough electricity for Damaturu and environs, from that substation Damaturu, and take some to Maiduguri, this project seeks to boost the capacity of Damaturu substation.”

He said the project, which would cost $6,717,673.13 in offshore component and N1.313,323,271.25, has been approved for award to Messers Six Rix Management.

According to the minister, other power projects approved by the FEC in the two memos he presented on behalf of his ministry were for design supply and installation of 1x60MVA, 132×33 KV transmission substation with associated 4×132 KV line bay extension at Hong Local Government and Adamawa state in favour of Messers associate power solution engineering limited in the sum of N6,529,589,637.28 consisting of two components one is offshore and onshore.

He said while the offshore was $6,932,289.20 and the onshore was N3,337,250,789.77 at the CBN prevailing exchange rate and 7.5 per cent VAT with delivery period being 24 months.

The minister further said: “This seeks to raise the capacity of the supply around that area and it’s going to affect so many towns and villages. There’s a very important local government headquarters around that area. It is going to affect Hong which is a local government headquarters in Adamawa state.

“Gombi is also another local government Headquaters. Garkida town and then Hong. Hong is also a town along that road. Then Mudi, Woba, Michika, Madagari. There is an existing 132 that passes through this area. So what we’re doing now is to drop a substation there.

“The hope is by the time all these interventions we are making on the grid, reach up to 11,000 or there about that it will be able to withstand and take it off. So this is the intervention.

“And the second memo also is to procure power transformers and associated spare parts for the TCN to be deployed to six locations as follows: One is to Aiyede in Oyo State to Messers T and D Technologies Limited. Offshore component $1.8 million, the onshore is N98 million.

“The second one is Gusau in Zamfara State, same project to Messers Basharri Limited. The third one is Kankia in Katsina State, which is to enjoy the same project to be supplied by Messers Farmamade energy limited.

“The next one is Minna, Niger State is also to enjoy some project to Messers Crossworld global technology limited. Then the fifth one is to Okearo in Ogun to enjoy the same transformer.”

He gave the total amount approved for the project made up of dollar component of $22,670,416.33 and the naira component is N5,141,924,927.2.

The aggregate of the projects approved for the Ministry by Wednesday’s Cabinet meeting came to N23,047,974,090.

Also, FEC approved new revenue base that would see the country generate N3.8 trillion from non-oil and N160 billion from oil sectors annually.

Addressing newsmen after the meeting, the Media Assistant to the Vice President, Laolu Akande, who briefed on behalf of the Minister for Finance, Budget and National Planning, Zainab Ahmed, said a memo on increasing revenue base of government was approved by the Council.

He said: “Among several of the memos presented today, was the one by the Minister for Finance, Budget and National Planning on accelerating revenue mobilisation reforms, which is a derivative of the federal government’s strategic revenue growth initiative.

“The significant progress that have been made in this initiative includes the raising of the VAT from five per cent to seven per cent and other measures since 2019. “This particular initiative is something that is meant to address some of the fiscal challenges of the federal government as it is intended to raise Nigeria’s non-oil revenue potential and oil revenue potential so it is estimated, but with the implementation of this reform, it could result in a potential additional non-oil revenue and oil revenue generation of N3.8 trillion and N160 billion annually.

“That is N3.8 trillion increase annually for non-oil revenue and N160 billion for oil revenue.”

Akande said other significant memos presented by the Attorney General of the Federation and Minister of Justice, Abubakar Malami, which was approved by Council, was on the ascension of Nigeria to the Budapest convention on cybercrime.

According to him “The convention is a comprehensive national legislation against cybercrime as a framework with technical assistance, as well as international cooperation between states parties to it.”

He said Council also approved, “the memo presented by the Minister for Water Resources, for the implementation of federal government component for the execution of rehabilitation, expansion and upgrading of Gombe regional water supply projects under the Nigerian National Water Resources and the council approved the sum of N939 million which has been provided for in the 2022 budget as a counterpart fund for these urban water supply improvement in line with the National Water Supply and Sanitation policy.”

Illegal Refineries working in Nigeria, government owned shutdown, NNPC Boss Kyari laments

  • *Says Community members  not the thieves 

The Group Managing Director, GMD, Nigerian National Petroleum Company NNPC Limited, Mr. Mele Kyari, has lamented that none of the government-owned refineries are presently working, even as he revealed that there were over 200 illegal refineries being operated across the country.

The GMD made this known Tuesday June 28, 2022, when he appeared before the House of Representatives Joint Committee on Petroleum Resources (Downstream) investigating the increase in prices of Diesel and Cooking Gas.

Addressing the Committee chaired by Hon. Abdullahi Gaya, the GMD, said though the situation was regrettable, the NNPC was doing something to bring the refineries back to work.

While noting that a good number of illegal refineries had been taken out, he said the company was in the process of doing a quick fix on the Warri refinery.

On petroleum supply, the GMD stated that no one could guarantee the security of petroleum supply, as countries are preserving excess volume that they have in their kitty.

Kyari blamed the current energy crises on the Ukraine and Russia war which resulted in the increase of petroleum product.

He said the solution was to restore crude oil production, and for the Central Bank of Nigeria (CBN) to create more dollars, adding that there was a massive intervention that was ongoing to see if the issue would be resolved by the end of July.

He explained, “Community members are not the thieves, absolutely not. Everything we are doing is to incorporate the communities into the process of protecting these assets.

“The National Assembly in its wisdom also included Trust Fund for the communities in the Petroleum Industry Act (PIA) so that they become parts and parcel of the system. Criminals in the Niger Delta come from all parts of the country. At these illegal refineries there are people from all works of life there.

“Many of these people are completely armed and the community members cannot even report them, they are helpless because if they report them, they will come after them.

“My suggestion this moment is deliver supply, make sure oil marketers are also able to import, and there’s need to engage the CBN to create more dollars, once we do these, dollars will be allocated for the import of AGO, the will also dampen the effects of going to buy dollar in the open market.

“So you can have cheaper dollar and definitely it will affect the price. Secondly, the regulatory institutions, the authority, Consumer Protection Council and NNPC, I suggest we need to sit jointly to see how arbitrage can be managed so that the end user is not completely exploited.”

Speaking further, Kyari ruled out the possibility of returning to the regime of subsidising diesel and LPG.

“Today countries are toying with subsidy because prices are so high because they don’t think they can manage inflation associated with it,” the GMD added.

On his part, the Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NPRA), Mr. Farouk Ahmed agreed with the GMD that the invasion of Ukraine by Russian contributed to the energy crises, due to fact that Russia is a major producer.

Ahmed also blamed supply disruption, the rise in the barrel of crude oil price to as high as $120 and the prevailing naira exchange rate for the energy crisis in the country.

He opined that the availability of adequate foreign exchange at official rate of N410 to the dollar and the revitalisation of the nation refineries remained the panacea to the energy crisis in the country.

According to him, “it is important to stress that the country has no control over the price of AGO or any other petroleum products at the international market.

“However, countries all over the world are making various efforts at easing the present global high crude oil prices on domestic petroleum products prices. The following are recommended initiatives to address the current high prices of AGO and LPG in the country.

“Required amount of FX for importation of the petroleum products be made available to the genuine importers at CBN official rate; encourage establishment of more local refineries and LPG processing facilities to meet domestic demands, and increase LPG supply from major domestic producers including NLNG, BRT processing, CNL LPG FSO. Consequent upon the foregoing, an extensive consultation is required amongst key Stakeholders, towards lessening the present tension being generated by the global high oil prices.”

In their presentations, some of the oil marketers appealed to the lawmakers to urge the CBN to make FX available to them, in order to make the importation of petrol into the country competitive, reduce the rising cost of the product, and stop the overdependence on NNPC.

Earlier in his remarks, Gaya noted that Nigerian has refining capacity but because none of the refineries were functioning was what placed the country in its sorry state.

He said there was need to find solution to the high cost of diesel and cooking gas in a bid to cushion the effect on the generality of Nigerians.

Education: 40 mission schools to get 10 million Naira each as  Delta government set to disburse 400 million

Delta Government on Tuesday, announced that it had approved the disbursement of N400 million grant to 40 mission schools in the state to enable them to upgrade and expand their facilities.

The Commissioner for Information, Mr Charles Aniagwu, announced this while briefing journalists on some of decisions reached at the State Executive Council meeting presided over by the Deputy Governor, Mr Kingsley Otuaro.

Aniagwu who was flanked by the Chief Press Secretary (CPS) to the governor, Mr Olisa Ifeajika, at the briefing, said that each of the 40 schools would receive N10 million.

He explained that the gesture was part of the state government’s deliberate measures to ensure that the schools did not lag in terms of facilities and human capital development effort.

“At today’s Exco meeting, a number of decisions were taken and one of them is the approval of disbursement of N400 million grant to 40 missionary schools in the state that were previously being run by the state government before they were handed over to the missionaries.

“That translates to N10 million for each of the 40 missionary schools to enable them improve on their facilities because you do know that in the last seven years, we have taken a lot of effort and time to upgrade a number of schools that are run by the government.

“But, since the return of a number of these schools to the missionaries by the last administration, we had hope that they too, should be able to cope fully. Yes, they had done very well as they have been able to add values to these schools,” Aniagwu added.

He stated that the state executive council also gave approval for the reconstruction of the first phase of the Old Lagos – Asaba road from Umunede to Obior which, according to him, is 7.6 kilometres.

To guarantee the overall success of the 21st National Sports Festival to be hosted in the state, the commissioner said that the government approved the construction of male and female hostels of 240-bed spaces each at the Dennis Osadebay University, Asaba, with a view to providing secured accommodation for the athletes.

He added that the council also approved the construction of indoor sports complex inside the Stephen Keshi Stadium, Asaba, for short range games for the national sports festival.

“We approved the construction of 240-bed space in Dennis Osadebe University for female and another 240 bed space hostel for male which will house the athletes coming to Asaba for the National Sports Festival.

“The reason for siting them in the university premises is that the hostels will also serve as students’ hostels after the sports festival.

“We have also approved the construction of indoor sports complex that would house other games within the Stephen Keshi’s stadium,”the commissioner said.

According to him, construction of an additional lecture hall was approved for the Nigeria Maritime University, Okerenkoko in Warri South West Local Government Area of the state.

To de-flood the Core Area, Off DSS Road, Asaba, he stated that approval was given for the construction of drainage channels to connect the Asaba storm water control project.

Aniagwu said that six adjoining streets in Asaba were approved for construction with a view to advancing the urban renewal effort of the state government.

Also at the meeting, the government approved the appointment of Johnholt Ologho as the Regent of Emevor Kingdom in Isoko North Local Government Area of the state.

Organised Labour declares support for Obi ahead 2023 presidential poll

ABUJA–THE Organized labour, Tuesday said it would work for the Presidential candidate of Labour Party, LP, Mr. Peter Obi in the 2023 elections.

The two labour centers, the Nigeria Labour Congress (NLC) and the Trade Union Congress of Nigeria (TUC), declared their support to campaign and do everything within their power to ensure that the Labour Party presidential candidate wins emerges victorious in the elections.

They declared their support in a separate speech made by their Presidents at the 10th anniversary lecture in honour of the labour veteran, late Conrade Pascal Bayau in Abuja

Delivering his speech, the NLC President, Comrade Ayuba Wabba, said that Mr Obi is among the finest Nigerian and the first presidential candidate of Labour Party to be recognized by the labour Centre.

He however, declared NLC support for the Labour Party and her candidate, Peter Obi.

He said that the NLC will fully mobilize to ensure the victory of the party come 2023 general elections.

Wabba noted that it became pertinent for the organised labour to fully participate in campaigning to ensure that the candidate whose mantra will make life better for his members and Nigerians at large wins the election after the union realised that strikes and protests alone cannot change the narratives in Nigeria, especially as it conserns workers welfare and fair treatment to the working people.

On his part, TUC President, Comrade Quadri Olaleye, said that all the labour unions are pleased and are ready to work with Peter Obi and that the entire labour movement has accepted, adopted and will support, and ensure workers vote massively for him in the 2023 presidential elections.

While describing the party as one who has a formidable and widespread structure, he stressed that there is a worker and in most cases, members of either TUC and NLC in every family across Nigeria.

He insisted that Labour Party is the only party for Nigerian workers.

In his address, Mr Peter Obi, said his visit to the leadership of the two labour centres was not to campaign but for a courtesy call, to honour the Organised Labour on whose party and interest he is seeking Nigerians vote in the 2023 general elections.

According to him, “My commitment is to move Nigeria from consumption to production and you can’t talk about production without labour. Labour is the engine of production, Capital and machine can do anything but labour is what makes it work. Because labour is the greatest contributor to production, it has to be properly remunerated.

“I don’t need to tell you how bad things are in this country today. if you are on wages, today Nigerians spend 100 percent of their wages on just feeding. So many don’t even know where their next meal will come from. They pay to train their children only for them finish school and stay at home without work.

“These are issues we need to discuss about. Nobody can be president without sitting down with the labour organisation to decide the future of Nigeria.

“We can nolonger have a situation where the leaders are here and workers are there. They must sit on the same table and talk. That is the beginning of the solution, that is what is happening all over the world.

“Nigeria is not a producing country. The collective effect of what we are suffering today is bad leadership. We have a leadership that concentrates on sharing. So you have to move from sharing formula to production formula.

“This is a country of 200 million people sitting on 923,000 square kilometers of land. They can’t feed themselves, they can’t export anything.

“Total Nigeria’s export including oil is under $2 billion for 200 million population. A similar country, not a first world country, one with the same tragectory with Nigeria in the year 2000, Vetnam, sitting on 331,000 square kilometers of land, a third of Nigeria’s land space and 100 million population, with half of Nigeria’s population, their total earnings last year was $ 312 billion.”

He said that more than half of the country’s youths of productive age are unemployed. ” This is what the Labour Party is seeking to sit down to discuss for the future of our country.” He added.

He went on to say that borrowing is not the problem of the country as other countries are also borrowing to support their economic development drive. However, he said; “If you borrow for consumption, you are in problem but if you borrow for production, you will progress.”

Governor of Delta and Vice-Presidential candidate of the Peoples Democratic Party (PDP), Sen. (Dr) Ifeanyi Okowa, has congratulated the Dein of Agbor Kingdom, Benjamin Ikenchukwu, Keagborekuzi 1, on his 45th birth anniversary.

In a statement by his Chief Press Secretary, Mr Olisa Ifeajika, on Tuesday, in Asaba, Okowa described the monarch as one of Nigeria’s most respected kings, whose virtues testify to his pedigree.

Russia Ukraine War: Togo, Gabon join Common Wealth as members now 56

Following the rising tension and invasion of Ukraine by Russia, Togo and Gabon two West Africa French speaking countries have joined the Common Wealth Countries.

They were admitted into the organization recently at just concluded Common Wealth Heads of Government Meeting held in Rwanda, Africa.

With the admission of Togo and Gabon into the fold of the Common Wealth the total members countries now 56 countries, the two west Africa French speaking countries were admitted despite being French speaking even though the Common Wealth is for British colony countries spanning through Africa, America. Europe, Asia and Middle East as member countries.

It is however connected to the fear of what’s going on in Ukraine where Russia has invaded the country, the two small African Countries are easily looking to hookup with stronger bodies for help by any external aggression against any of the States.
